Poor puppy

I will never understand why people buy a brand new puppy and then dump it at the kennel for a week.
There's this two-month-old beagle at the kennel right now. She's the cutest thing in the world, but its obvious that she's homesick and needs more attention than people sticking their fingers into her cage as they pass by.
Like, the other day I had to drop off a dog I had finished in the training pavillion (huge building where the day camp and training dogs stay for the day) and I saw her in one of the pens crying her little heart out and pressing herself against the door. She had pooped in the corner of the pen, too, but she's only two months old, so what do you expect? Since I had time, I cleaned the cage and cuddled her a bit, but she was still whimpering when I left.
Today I walked through one of the kennel buildings and found her in one of the runs. She came running to the door when she saw me in hopes of getting some attention so I poked my fingers through the holes in the door so she could lick them. Every single time I went by today I made sure to poke my hand through and give her a pet. I even went over a few times when I had nothing to do and opening the cage so I could cuddle her a little, all while thinking how she needs to be at home in a crate at least, where it's quiet, warm and dark and where her family is.
What's worse is that she had a training leash hanging off her run door, which mean she was in obedience training. She probably doesn't even know what her name is yet and her family wants her in obedience training!
Why on earth would you do this with a little baby? I could understand if you got a puppy and then had a family emergency or something, but isn't it common sense that a puppy is a huge responsibility that requires a little bit of planning? It's not like dogs are hard to come by- go on vacation and get your puppy afterwards! And at least wait until they know who you are before giving them to a complete stranger! This poor little beagle probably recognizes the kennel staff better than her family now!
She's not a rare case, either- I've seen plenty of puppies under six months at the kennel and even had to groom some of them. There was even an even younger beagle who was just abandoned there a few weeks ago (though I think someone else adopted him fortunately).
